About IA/NEPCA

Established in 1988, the Iowa/Nebraska Primary Care Association (IA/NEPCA) is a bi-state non-profit membership association comprised of community health centers and other safety net providers in Iowa and Nebraska. IA/NEPCA's mission is to provide leadership by promoting, supporting, and developing quality health care for underserved populations in Iowa and Nebraska.

IA/NEPCA is governed by a Board of Directors, which is comprised of the CEOs/Executive Directors of each of the Iowa and Nebraska community health centers, a clinical representative, and the Primary Care Office directors of both states.

Theodore J. Boesen, Jr., Executive Director

Ted serves as Executive Director of IA/NEPCA in addition to functioning as the Chief Executive Officer of the integrated service delivery network of health centers, INConcertCare, Inc. He manages the day-to-day activities of the two inter-related corporations. Ted works directly with the Board of Directors to establish long-range planning goals, manage federal-state relations, ensure fiscal integrity, and oversee program activities for the bi-state corporations. He has served as Executive Director since July 2000.

Deb Kazmerzak, Senior Program Director (Clinical)

Deb directs all clinical-related programs and activities for IA/NEPCA. Deb’s full-time responsibilities include coordinating the association’s response to members’ needs in the clinical area, managing and directing the clinical committee, and supporting the quality improvement work plan goal. Deb staffs the Clinical Committee of the Board. Deb joined the staff in August 2004.

Tori Squires, Senior Program Director (Community Development)

Tori leads the association’s community development efforts. In this capacity she works with existing health centers and with communities interested in establishing a health center. She also serves as the lead staff person for advocacy, policy, and publications/communications activities. Tori staffs the Board’s Iowa and Nebraska Advocacy Committees. She joined the staff in September 2003.

Julie Blum, MAPA, Senior Program Director (Workforce & Recruitment)

Julie directs all workforce development strategies, including the IA/NEPCA Recruitment Center. She staffs the Workforce Committee of the Board. Julie has worked for IA/NEPCA in numerous capacities since 1991.

Mark Barkley, Senior Program Director (Finance and Operations)

Mark has responsibilities for day-to-day accounting, finance and operational duties for IA/NEPCA. Mark staffs the  Finance Committee of the Board.  Mark joined the staff in April of 2009. 


Dawn Gentsch

Dawn leads the performance management activities, processes, and data tools to support members. She assists with the clinical and broader systems issues of community health centers in order to advocate for primary care and create enhanced partnerships. Dawn joined the staff in May 2010. 

Sarah Dixon Gale, MPA, Lead Contract Manager

Sarah leads various special projects including the Iowa Collaborative Safety Net Provider Program, Iowa Mission of Mercy, Iowa Legal Aid’s Health and Law Project, and the Iowa Community Health Center Tobacco Cessation Program. She also assists with various clinical programs and activities. She joined the staff in August 2007.
