Good Neighbor Community Health Center

Executive Director

Rebecca J. Rayman became the Executive Director of Platte-Colfax County District Health Department (now East-Central District Health Department), in 1999.

Ms. Rayman grew up in Nebraska and received her BSN from the University of Texas at El Paso.  She is a registered nurse.  Ms. Rayman has worked in public health care in various regions of the United States and has been involved in public health for approximately 17 years.

Ms. Rayman spends the majority of her time working with various agencies and individuals to secure grants for the uninsured and underinsured people in Platte, Colfax, Nance, and Boone Counties in Nebraska.  Funding is used for quality primary care, behavioral health services, HIV testing, bioterrorism, immunizations, W.I.C., minority health issues, reproductive health, and prescription assistance.  She works with other health departments to benefit others who provide services to uninsured and underinsured residents of Nebraska.

Ms. Rayman sits on committees that address health issues including the National Association of City and County Health Officials mentor group for Mobilizing for Planning and Partnerships, considered by many to be the premier assessment tool for health departments, and a member of the Public Health Law Committee for the Nebraska Department of Health and Human Services Governors Committee.  She also advocates for legislation and funding on the state and federal levels.
