Mr. Kulczyk has been with the Primary Care Office of the Iowa Department of Public Health since 1994.  In previous lives he has worked in rural aging services, mental health and federally funded community health centers in a rural setting.  As the lead staff for the PCO, Mr. Kulczyk is responsible for the state and federal shortage designation process for Iowa.  The Conrad 30 J-1 Visa waiver program, the National Health Service Corps, development of Community Health Centers and to provide technical assistance to Rural Health Clinics.
