IA/NEPCA Staff

  • Theodore J. Boesen, Jr., Executive Director 
    Mr. Boesen serves as Executive Director of IA/NEPCA in addition to functioning as the Chief Executive Officer of the integrated service delivery network of health centers, INConcertCare, Inc.  He manages the day-to-day activities of the two inter-related corporations.  Mr. Boesen works directly with the Board of Directors to establish long-range planning goals, manage federal-state relations, ensure fiscal integrity, and oversee program activities for the bi-state corporations.  He has served as Executive Director since July 2000.

  • Julie Blum, Senior Program Director
    Ms. Blum is responsible for developing all member-related programs and activities, including outreach and enrollment, networking and resource development, grant writing, and the Health Center Growth Initiative.  Ms. Blum has worked for IA/NEPCA in numerous capacities since 1991.

  • Tori Squires, Senior Program Director
    Ms. Squires provides technical assistance and support to IA/NEPCA members and to community organizations interested in pursuing the Health Center Growth initiative.  Her primary focus is to achieve the work plan goals of strengthening existing health centers and to manage the growth of new and expanded health centers.  Ms. Squires joined the staff in September 2003.

  • Deb Kazmerzak, Senior Program Director
    Ms. Kazmerzak directs all clinical related programs and activities for IA/NEPCA.  Her full time responsibilities include coordinating the association’s response to member needs in the clinical area, managing and directing the clinical committee, and supporting the quality improvement work plan goal.  Ms. Kazmerzak joined the staff in August 2004.

  • Sarah Dixon Gale, Program Manager
    Ms. Dixon Gale is responsible for various tasks including developing clinical related programs and activities for IA/NEPCA. Ms. Dixon Gale joined the staff in August 2007

  • Jeanne Duquette, RN, Chronic Care Coordinator          
    Ms. Duquette is primarily responsible for working with community and migrant health centers in Iowa and Nebraska to assist and provide oversight on implementation efforts to reduce health disparities through evidence-based disease management models such as the Health Resources and Services Administration’s Health Disparities Collaborative. She works as a liaison between health centers and the regional and national staff and is part of the technical assistance team. Ms. Duquette joined the staff in July 2006.

  • Lee Pearson, Program Specialist
    Mr. Pearson serves as program specialist and works on various projects including physician recruitment and financial management. Mr. Pearson joined the staff in November 2006.
